State procurement regime seeks to limit quotations, tenders and ‘let managers manage’ to enhance efficiency

KUCHING, Dec 1: The Sarawak government will revise the limit for quotations and tenders as well as limit of authority for State-funded works, supplies and services in line with the principle of “let managers manage” as part of its efforts to enhance and strengthen accountability, transparency and efficiency in the State procurement policies and procedures.

Second Minister of Finance and New Economy Datuk Amar Douglas Uggah Embas emphasised that various initiatives are being implemented as the State government continues to place emphasis on improving the procurement policies and processes.


“Among the initiatives include revision of the limit of authority of the State Divisional Tenders Board as part of decentralising decision-making to divisional authorities, as well as for Variation Order (VO) for State-funded works contract to reduce red tapes and expedite decision-making,” he told the State Legislative Assembly (DUN) in delivering his winding-up speech today.

The Deputy Premier said that the government will also enhance the State Tender Evaluation Model for selection of contractors for all State agencies based on the Public Works Department (JKR) Sarawak Tenders Evaluation Model (JKRS-Nilai).

In addition, it will also implement a State e-Procurement system for direct purchase, quotation and tender procedures towards digitalisation of the key procurement processes.
