KUCHING, June 24: The federal government has allocated RM50 million for periodic maintenance of federal roads across Sarawak this year, with the contracts awarded through a transparent balloting process involving qualified Bumiputera contractors from Grades G1 to G4.

Works Minister Dato Sri Alexander Nanta Linggi said the funds will cover 46 road maintenance projects Statewide, including 25 pavement-related works and 21 non-pavement upgrades, under the supervision of concessionaire DAL HCM Sdn Bhd.

“This year, RM50 million has been allocated for Sarawak, and we are distributing it fairly based on urgent needs identified across the State—from Kuching to Lawas,” he told reporters after officiating the draw at a local hotel here yesterday (June 23).

According to him, although more areas require maintenance, the ministry is working within its limited budget and is prioritising the most critical needs.

“There are many other places that need work, but because of the limited funds, we focus on where it is most pressing,” he said.

He said the same amount was allocated in 2024, and the ministry is now working to secure additional funds for 2026.

He also emphasised that the balloting process was introduced to ensure fairness and transparency in the appointment of contractors.

“This is why we use a draw system. For companies in the G1 to G4 categories, it’s to ensure fairness—so that no party feels they’re being sidelined or that someone is given priority. With a draw, everything is straightforward,” he explained.

The projects involve various works such as road resurfacing (mill and pave), Cold In-Place Recycling (CIPR), reconstruction, road line repainting, signage repair, drainage upgrades and kerb construction.

The contracts were awarded through an open digital tender system managed via DAL HCM’s online portal, with the final selection carried out via balloting by a committee comprising government and concessionaire representatives.

The distribution of work orders is as follows: 6 packages for G1 contractors, 14 for G2, 2 for G3, and 24 for G4.

Only Bumiputera contractors with valid CIDB registration, Bumiputera Status Certificates (STB), and appropriate licensing were eligible.

Nanta stressed that the government will strictly monitor all appointed contractors to ensure they comply with quality, cost and safety standards. The Sarawak Public Works Department (JKR) and DAL HCM will assess contractor performance, which will affect their eligibility for future contracts. – DayakDaily
