RM480 mln to circulate in local economy as Sirung EPC project supports over 1,500 jobs

KUCHING, May 26: Nearly RM480 million from the almost RM1 billion Sirung Production Platform project is expected to circulate through the domestic economy while supporting livelihoods and creating opportunities for more than 1,500 personnel directly and indirectly involved in the project.

Brooke Holding Sdn Bhd chairman Dato Sri Dr Wan Lizozman Wan Omar emphasised that the Provision of Engineering, Procurement and Construction (EPC) for Sirung Production Platform for PTTEP Sarawak Oil Limited is Brooke’s largest ever by contract value at almost RM1 billion and also its heaviest single-project fabrication load by tonnage at 8,500 metric tonnes.

“What makes the project especially meaningful is how its value is expected to flow through the economy, particularly through local procurement and Sarawakian participation in the supply chain.

“Of the contract value, close to RM480 million is expected to flow within local procurement, as this contract requires EPC to purchase 100 per cent of material and engineered items, inclusive of major engineering packages such as gas turbine generators and gas lift compressors,” he said when addressing the contract signing ceremony between PTTEP Sarawak Oil Limited and Brooke Holding Sdn Bhd (BHSB) for the Provision of EPC for the Sirung Production Platform at a hotel here today.

The ceremony was witnessed by Sarawak Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg.

Wan Lizozman, who is also Sarawak Financial Secretary, disclosed that both the company’s Demak and Sejingkat fabrication yards are expected to operate at almost full capacity throughout the project execution.

“Sirung is not only large in numbers — it is large in what it demands from our people, our systems, and our execution capability,” he said, describing the Sirung Production Platform as a mega project involving significant technical sophistication and operational complexity, requiring disciplined execution, close coordination and delivery that meets international industry standards.

He added that the project’s full procurement scope would create broad business opportunities for material suppliers, service contractors, logistics providers, engineering vendors and other Malaysian businesses, especially Sarawak-based companies.

At the operational level, Wan Lizozman said the project’s direct manpower is expected to peak at 1,100 personnel on site, supported by an additional 200 indirect workers across critical trades including safety personnel, engineers, welders, electrical and instrumentation technicians, mechanics, blasters and painters.

“When we take into account indirect manpower, office personnel, subcontracting, support services, transport, food, accommodation and ancillary activities, this project will support livelihoods and opportunities of more than 1,500 personnel,” he said.

He also revealed that the project would involve approximately 13,000 Inspection and Test Records (ITRs), reflecting the scale of quality control and verification required.

Beyond industrial and economic benefits, Wan Lizozman said Brooke Holding would also create opportunities for fresh graduates through recruitment and internship programmes, allowing them exposure to high-end engineering projects.

He stressed that the Sirung Project is not a routine undertaking but a highly complex EPC environment involving offshore structures and modules, including jacket, process and utility elements.

“This is a project that will challenge Brooke’s capability in integrating multi-engineering systems, planning discipline, construction sequence, project execution, yard readiness, cost control, and the ability of our people across different functions to work as one team,” he said.

Wan Lizozman assured that Brooke Holding, together with its suppliers and vendors, would deliver the project with safety as a non-negotiable priority, quality as a core discipline, cost control as a responsibility and schedule completion as a firm commitment.

“The Sirung Production Platform is more than a commercial award to Brooke Holding. It is a statement of confidence in our capability, in partnership, and in the future of Sarawak’s oil and gas ecosystem,” he added.

Meanwhile, PTTEP Sarawak Oil Limited country manager Vitoon Chaisomboonpan said appointing Brooke Holding for the project reflects the company’s confidence in local capabilities and its long-term commitment to the Sarawak basin.

“Since the Sirung-1 discovery in 2021, this project has advanced through strong collaboration with our partners including Malaysia Petroleum Management (MPM), PCSB and Mitsui Oil Exploration Co. (MOECO). With FEED completed, FID achieved and Brooke Holding now on board, we are aligned towards first oil in 2028,” he said.

Chaisomboonpan added that the Sirung Project represents a responsible development approach through zero routine flaring and remote operations, while strengthening local participation and contributing to the growth of Sarawak and Malaysia. — DayakDaily
