KUCHING, Dec 1: Through the New Initiative Native Customary Right (NCR) Land Measurement Programme, an area of more than 1,060,811 hectares has been successfully measured in perimeter, with an area of approximately 813,587 hectares already gazetted as Bumiputera Communal Reserves (Agriculture) under Section 6 of the Land Code State.

Sarawak Deputy Premier Datuk Amar Awang Tengah Ali Hasan stated this in his ministerial winding-up speech at the State Legislative Assembly (DUN) sitting here today.


“Continuous gazetteing of the remaining perimeter-measured areas will be implemented.

“Since 2017, the perimeter survey has focused on individual lots under Section 18 of the Land Code for areas that have been gazetted under Section 6 of the Land Code based on the application and readiness of the landowners.

“Up to Oct 31, 2022, as many as 58,606 individual lots have been successfully surveyed involving an area of ​​74,181 hectares that have been and will be issued land title deeds under Section 18 of the State Land Code,” he said.

He went on to say that land claimants for individual lots of NCR land had to be present when the perimeter survey was conducted in the field, noting that it is intended to speed up the survey process by clearly marking the boundaries of their land to avoid any dispute in making a claim so that the perimeter survey efforts can proceed smoothly.

“The Sarawak government is committed to ensuring continuity of this NCR perimeter survey programme and will continue to provide the necessary funds in addition to the funds received from the federal government,” he added.

Furthermore, Awang Tengah, who is also the Second Minister for Natural Resources and Urban Development highlighted that under the provisions of the 12th Malaysia Plan (12MP) and the Projek Rakyat (People’s Project) allocation until Nov 30, 2022, 58 Village Expansion Scheme (SPK) and Resettlement Scheme (SPS) projects have been approved that will provide up to 5,910 residential lots at an estimated cost of RM858.5 million

“12 of the 58 projects have already been completed fully in accordance with the scope of development, with the remaining 46 projects continuing until the end of the 12MP,” he stated.

He continued stating that SPS and SPK projects are currently being implemented with improved infrastructure specifications such as paved roads, concrete ditches, and walled lots.

“The Sarawak government has also established a land premium payment of no more than RM2,500 for each residential lot in SPS and SPK, despite the fact that the cost of preparing each lot is estimated to be between RM120,000 and RM150,000.

“This demonstrates that the Gabungan Parti Sarawak (GPS) government is always concerned about the people who require assistance,” he added.

Awang Tengah further emphasised that the Sarawak government is concerned about low-income people who need land to build a house and has been implementing SPS and SPK since the 4th Malaysia Plan (4MP). — DayakDaily
