Sarawak Civil Service hits historic feat with two Malaysia Book of Records recognitions

KUCHING, May 10: The Sarawak Civil Service (SCS) has made history after securing two entries in The Malaysia Book of Records (MBOR), underscoring the State administration’s push towards high-performance governance and continuous improvement.

According to a report by Sarawak Public Communication Unit (UKAS), the dual recognitions were achieved through the implementation of the Sarawak Civil Service Quality Award (AKPANS) 2025 and the SCS Scorecard, both of which were officially acknowledged in separate record categories.

The first recognition was awarded under the category “Most Government Agencies in a Multi-Tier Quality Evaluation Framework”, following the participation of 171 government agencies across Sarawak in AKPANS 2025.

The second record was achieved under “Most Agencies Implementing Continuous Measurement Balanced Scorecard Performance”, involving 100 agencies under the SCS Scorecard initiative, officially recorded on Nov 1, 2025.

The MBOR certificates were presented by a Malaysia Book of Records representative to Sarawak Transformation and Innovation Unit (STIU) director Superi Awang Said, witnessed by Deputy Sarawak Secretary (Operations) Datu Hii Chang Kee during the Innovative and Creative Circle (ICC) 2026 Mini Convention Awards Ceremony at the Department of Other Religions Affairs Unit (UNIFOR) Complex here yesterday (May 9).

For AKPANS 2025, the evaluation covered 171 agencies through a structured multi-tier system involving self-assessments, supporting reports, desktop evaluations and on-site visits.

The assessment framework was based on the Malaysia Business Excellence Framework (MBEF), adapted to Sarawak’s priorities, including innovation, governance, service delivery efficiency, workforce wellbeing and overall impact on the people.

Beyond recognising performance, AKPANS also functions as a continuous improvement tool, with evaluation outcomes used to identify gaps in implementation, documentation and service delivery standards.

Meanwhile, the SCS Scorecard initiative saw participation from a wide network of government entities, including 16 units under the Sarawak Premier’s Department, 12 ministries, 12 divisional administrations, 19 government departments, 24 local authorities and 17 statutory bodies.

The initiative highlights the effectiveness of the Balanced Scorecard approach as a strategic performance management tool, strengthening a more structured, transparent and high-impact public service delivery system.

It also aligns agency performance with key development frameworks, including the Post COVID-19 Development Strategy 2030 (PCDS 2030), the Sustainable Development Goals (SDGs), the Malaysia Plans and respective agency strategic blueprints. — DayakDaily
