HASiL unveils tools for enhanced tax compliance: e-Invoice, Special Voluntary Declaration Programme 2.0

KUCHING, May 10: The Inland Revenue Board of Malaysia (IRBM or HASiL) e-Invoice initiative is now in the testing phase (pilot test) in preparation for the first phases implementation on Aug 1, which will involve businesses with an annual sales value of RM100 million or more.

According to LHDNM chief executive officer (CEO) Datuk Dr Abu Tariq Jamaluddin, the second phase will begin in January 2025 with business groups with annual sales ranging from RM25 to RM100 million.


He went on to say that the final phase is scheduled to begin in July 2025, with mandatory implementation for all businesses.

“HASiL recently released General Guidelines (2.3), Specific Guidelines (2.1), and Software Development Kit (SDK) version 1.0 via the HASiL e-Invoicing portal.

“The implementation of this e-Invoice will improve efficiency and launch business operations while also increasing tax compliance by reducing manual processes and errors, simplifying submission, increasing operational efficiency, and digitising taxation and financial reporting,” he said when delivering his speech during the ‘Majlis Ramah Mesra dan Hari Raya HASiL Bersama Dengan Media Sarawak 2024’ held today at the Malaysia Taxation Academy Kuching here.

Furthermore, Abu Tariq mentioned that the second initiative is the Special Voluntary Declaration Programme 2.0 (PKPS 2.0), which will end on May 31, 2024.

“This programme has already begun on June 1, 2023, with the assurance that all reports submitted will be accepted in good faith and without penalty.

“After completing this programme, it will help to shape a more effective and efficient tax compliance strategy and future direction.

“For your information, the goal of PKPS 2.0 is to encourage taxpayers to report the appropriate income during the voluntary implementation period,” he added.

Furthermore, Abu Tariq emphasised the significant role of the media in countering negative perceptions about HASiL, acting as a protective barrier.

“The media bears a significant amount of responsibility for shaping the public’s perceptions and impressions, as well as their attitude towards the information presented,” he remarked.

During the ceremony, Abu Tariq also presented plaques of appreciation to the media representatives in attendance as a token of gratitude for their efforts in disseminating current information.
