KUCHING, June 12: Rules, regulations and administrative procedures must be continuously reviewed and refined from time to time to ensure they remain relevant, responsive and effective in addressing emerging challenges, technological advancements and evolving public expectations.
Given today’s increasingly complex and interconnected environment, Deputy Premier Datuk Amar Awang Tengah Ali Hasan reminded that public sector challenges can no longer be addressed solely through conventional approaches.
“Public sector organisations must continuously embrace fresh perspectives, innovative thinking and practical solutions that are capable of delivering measurable outcomes and sustainable value,” he said in his speech text at the closing ceremony of the Ministry of Natural Resources and Urban Development (MUDeNR) Innovative and Creative Group (KIK) Convention 2026 held at a hotel here on Thursday (June 11).
Awang Tengah, who is also Minister of Natural Resources and Urban Development, said creative innovation is not merely about introducing something new, but about transforming ideas into impactful solutions that enhance organisational efficiency, reduce costs, strengthen governance practices and improve the quality and speed of public service delivery.
He reiterated that administrative systems and procedures must be regularly reviewed to ensure they remain aligned with current realities and expectations, while good governance must continue to be strengthened across all levels of administration.
“Every resource entrusted to us must be managed responsibly, transparently and efficiently because these resources ultimately belong to the people and must be utilised for their benefit,” he said, adding that efficient resource management not only improves operational effectiveness and cost savings, but also generates greater economic value for the State.
He further noted that savings achieved through better management allow governments to channel additional resources towards development initiatives and programmes that directly improve the well-being and quality of life of the rakyat.
Awang Tengah also emphasised that in addition to natural resources, greater attention must be given to the management of financial resources, government assets, equipment and office facilities, as prudent administration in these areas significantly strengthens overall government service delivery.
Touching on global developments, he said the public service is currently facing multiple challenges, including economic uncertainty, climate change, rapid digital transformation, the rise of Artificial Intelligence (AI), and growing public expectations for more transparent, efficient and responsive services.
“Therefore, innovation and creativity must become an integral part of our organisational culture,” he said, adding that organisations that cultivate innovation tend to be more resilient, adaptive and better equipped to improve performance and service outcomes.
He expressed pride that participation in KIK conventions under MUDeNR continues to grow annually, noting that many innovation projects have already been successfully implemented and are delivering tangible improvements to government service delivery and public benefit.
Among the highlighted success stories were the eSPA system, the Same Day Registration initiative which is ISO-certified, and the Monitoring System for Survey of Land Acquisition (MOSSLA), which has represented the state at the International Convention on Quality Control Circles (ICQCC).
He also singled out SaraPeg, an innovation developed by the Land and Survey Department, as a notable achievement for completing the full KIK cycle, from concept and design to mass production and commercialisation.
Concluding his speech, Awang Tengah stressed that success in innovation requires commitment, sacrifice and continuous effort, adding that constraints such as time limitations, resource scarcity and demanding responsibilities should not discourage innovation.
“On the contrary, these challenges often serve as catalysts for more creative ideas and more effective solutions,” he said. — DayakDaily
