Hasil: Direct tax collection rises 21.75 pct to RM174.5 bln in 2022, hits new high

KUCHING, March 7: The Inland Revenue Board of Malaysia (Hasil) has achieved the highest direct tax collection in the country’s history, totaling RM175.4 billion, a 21.75 per cent increase over the collection in 2021.

According to a press release, Hasil expects to collect up to RM174.1 billion in 2023 based on the current economic environment.

March 1, 2023 marks the 27th anniversary of Hasil since it was incorporated in 1996. Hasil Day 2023 was celebrated in the Dewan Bangsawan, Menara Hasil Cyberjaya in Selangor yesterday (March 6), in the presence of Prime Minister Dato Seri Anwar Ibrahim, who is also the Minister of Finance.

In his welcome speech, Hasil chief executive officer (CEO) Datuk Mohd Nizom Sairi stated that Hasil will remain committed, transparent, and fair in carrying out its functions as a government agency entrusted with the responsibility of collecting direct taxes for the country.

Mohd Nizom went on to say that Hasil will give high priority to any issues, complaints, and suggestions for improvement raised by the public in order for Hasil to provide the best taxation services possible, in line with the fourth pillar of Hasil’s pledge, which is to ‘provide the best service to customers’ and further increase tax compliance among taxpayers in Malaysia.

At the 27th Hasil Day celebration ceremony, a total of four new system transformations for general access and three new initiatives for Hasil’s internal access were unveiled in an effort to strengthen the service delivery system to customers and improve governance.

The four new system transformations are:

1. The e-TCC system is a platform provided by Hasil for taxpayers to obtain a Tax Compliance Certificate (TCC) as a prerequisite official document for companies wishing to participate in government procurement. This platform allows the certificate to be printed through the MyTax screen if the company is a taxpayer (government procurement bidder) with a good compliance status in the submission of Income Tax Return Form (BNCP) and income tax payment.

2. The e-PC system is a new way for the public to report tax evasion committed by any individual or business taxpayer. This e-PC was created to replace the email method of complaint submission in order to ensure more structured and systematic complaint management.

3. In line with the rapid development of the digital world, TikTok Hasil was officially launched on Feb 24, 2023, with a special appearance by Mohd Nizom. As part of an effort to empower the AES (Awareness, Education, and Services) elements in taxation through social media channels, all current taxation information and announcements related to Hasil can now be found through the TikTok app at tiktok.com/@lhdnmofficial.

4. Malaysian Income Tax Reporting System (MITRS 2.0) has been upgraded to allow for the online submission of taxation worksheets, financial statements, and audit support documents. Taxpayers can now upload financial statements and audit support documents up to 15 mb in size and submit taxation worksheets up to the most recent assessment year. In addition, the user category under MITRS 2.0 has been expanded to include both company and non-company taxpayers.

The three new initiatives for Hasil’s internal outreach are:

1. The Research Clip (RC) was created with the goal of visually displaying a summary of research papers prepared by the Strategic Research Department (JPS). RC also includes a study with benchmarking elements that involve comparative elements of foreign tax administrators in relation to the issues discussed in the study paper, which will then be adapted based on the suitability of implementation in Malaysia.

2. The Risk Management Manual (MPR) 2.0 is an update to the first edition published in 2012, with the most up-to-date information based on ISO 31000:2018 Risk Management – Principles and Guidelines and taking into account the implementation of Hasil organisational structure changes that take effect on Jan 1, 2023. The MPR served as a reference for the Risk Care Officer (RCO)/Deputy Risk Care Officer (DRCO) and officers in managing risk in the department/state, as well as assisting them in identifying risks that may affect the achievement of Hasil’s objectives and ensuring effective risk control actions can be taken to reduce the probability and impact that may affect the organisation’s reputation or image.

3. The new version of the IRBM Taxpayer Roadmap has been enhanced with an interactive display for general public guidance on income tax administration in Malaysia, beginning with form preparation, compliance activities, tax collection, prosecution, and then the appeal process. Hasil hopes that the Taxpayer Roadmap will help the public understand tax administration and raise the level of tax awareness among taxpayers in Malaysia.
