“Upon arrival, it was found that a single-vehicle accident had occurred involving a 4WD vehicle, which was completely submerged in floodwater.

“Personnel attempted to skin-dive but was unsuccessful as the water was too deep and dark. The operations centre requested assistance from the water rescue unit to confirm the victim’s presence in the vehicle,” said the report.

A bag containing identification documents was found, and based on the documents, the victim was identified as 53-year-old Wong Sing Ang. The documents were handed over to the police.

The report also noted that diving efforts to locate the victim were halted after three attempts, as they were unable to open the vehicle door.

The water’s depth was estimated to be around three to four meters and was obstructed by a cement wall.

At 2.20am, the operation was halted and will resume at a later time for safety reasons.
