KUCHING, July 27: All tourism operators have been strictly reminded to uphold professionalism and treat guests with respect following a clash between a diving instructor and a foreign tourist in Semporna, Sabah.
In a Facebook post, Minister of Tourism, Arts, and Culture Dato Seri Tiong King Sing said that there should be no violence, insults or intimidation involved, except in clear cases of self-defence.
He also reminded them to respond calmly and strive to resolve issues peacefully when faced with rude behaviour.
“While investigations continue, the Ministry of Tourism, Arts, and Culture (MOTAC) will monitor the case and address any non-compliance in tourism activities.
“I urge all tourism operators to strictly follow safety and operational guidelines to prevent similar incidents. Tourists must also follow instructions from guides and instructors to avoid putting themselves or others at risk,” he said.
Tiong added that MOTAC will continue to engage with the industry and review laws to improve oversight, including taking firm action against the misuse of licences, such as dive permits, tour guide credentials, and travel agency approvals.
He said Malaysia is known as a friendly and welcoming destination, and with Visit Malaysia Year 2026 (VMY2026) approaching, everyone has a role to play in protecting the country’s image by helping visitors understand the country and its people better, and respecting their laws, culture, and norms.
According to The Star, the altercation originated on July 22, when both men were on a boat heading towards the waters off Pulau Timba-Timba for a scuba diving session. During the trip, the tourist’s oxygen tank accidentally toppled over and landed on the instructor’s foot, which caused him to become upset.
The situation escalated the next day when the instructor, after receiving medical treatment at Tawau Hospital, returned to the tour company to confront the tourist and demand compensation, which was followed by a heated argument.
