KUCHING, July 6: Kota Sentosa assemblyman Wilfred Yap opines the current practice of drawing lots, also known as ‘Perolehan Cabut Undi’, needs to be reviewed as it appears unsuitable for ensuring the quality and timely delivery of projects funded under the Rural Transformation Programme (RTP).
Yap stated in a statement that the government should consider a selective open tender system for qualified contractors to be implemented by local councils such as Kuching South City Council (MBKS) and Padawan Municipal Council (MPP).
“The advantages of a selective open tender where qualified contractors are invited by the implementing local council to participate would provide greater transparency and accountability throughout the contracting process, and would go a long way towards eliminating ‘Ali Baba’ contractors and ensuring better quality of works.
“With a selective open tender process, it would allow the implementing local council to select a dependable competent contractor and would be a more cost-effective resource utilisation in the long run,” he said.
Yap also disclosed that he recently visited the Kota Sentosa market with MPP chairman Tan Kai and other MPP officers to monitor and inspect the progress of RTP projects which he had helped facilitate.
Yap personally requested the visit after receiving public complaints about the contractors’ ongoing work.
During the visit, the Kota Sentosa assemblyman requested that the responsible MPP officers supervise the projects and ensure that the work is completed on time and to the required quality standards in accordance with the Construction Industry Development Board (CIDB) Act. — DayakDaily
