China Railway Engineering Corp M’sia joins forces with Imasa Dinasti on Kenyalang Smart City project

KUCHING, May 27: The Malaysian arm of one of the world’s leading infrastructure contractors is set to play a lead role in the project implementation of the Kenyalang Smart City (KSC) after China Railway Engineering Corporation (Malaysia) Sdn Bhd (CRECM) signed a key agreement with the project’s Master Developer Imasa Dinasti Sdn Bhd.

According to a press release from Imasa Dinasti, the agreement, witnessed today by Deputy Premier Datuk Amar Dr Sim Kui Hian at the Sarawak Legislative Assembly (DUS) building, formalises extensive discussions and creates a synergistic union pivotal to the continuing development of the KSC.

“More broadly, the agreement is one capable of assisting in Sarawak’s ambition to become a regional model for sustainable, high-tech urbanisation,” it said.

CRECM is the Malaysian subsidiary of China Railway Group Limited (CREC), a Fortune Global 500 infrastructure powerhouse with a legacy spanning over 120 years.

“CRECM brings world-class expertise in large-scale engineering and smart infrastructure. Imasa Dinasti, KSC’s Master Developer and a member of TAK Group of Companies, is led by renowned architect and urban planner Ar. Teo Ah Khing, whose signature designs have been the template for urban megaprojects from Dubai’s Meydan City to Malaysia’s Putrajaya and the iconic Palm Jebel Ali and Palm Deira.

“The Sarawakian now turns his attention to reshaping his State’s urban landscape with KSC,” said the press release.

Fudan University’s Institutes of Integrative Medicine (FDIIM) selected the KSC as its hub for a Southeast Asia campus whose facilities will incorporate the most modern teaching hospital in Malaysia and a first-of-its-kind Innovation and Research Centre, which will be run in collaboration with the Sarawak Biodiversity Centre.

With the agreement formalised, Imasa Dinasti and CRECM will proceed with final planning, engineering and phased construction with an initial focus on transport systems, foundational infrastructure and renewable energy integration.

To be based in Miri, KSC is envisioned as Sarawak’s first fully integrated, AI-powered urban ecosystem, which aims to blend sustainability, digital innovation, and liveability into the fabric of city life.

KSC aligns with Sarawak’s Post-Covid-19 Development Strategy 2030 (PCDS2030) roadmap, which promotes investment and development in digital transformation, environmental responsibility and human capital development.

Spanning 543 acres, key features of KSC include:

  • AI-driven infrastructure: Integrating artificial intelligence into energy, transportation and municipal systems to maximise efficiency and reduce carbon impact.
  • Green urbanism: Solar-powered residential and commercial zones, expansive green belts and low-carbon mobility solutions.
  • Innovation and talent hub: Dedicated zones for tech incubators, research institutions and creative industries.
  • Community first philosophy: Public spaces, cultural nodes, and inclusive design reflecting the identity and aspirations of Sarawak.
