Senari Synergy, Tulen Energy, Ocean Vantage partner to develop condensate refinery in Sarawak

KUCHING, Feb 25: In a landmark move to advance Sarawak’s downstream oil and gas industry, Senari Synergy Sdn Bhd, Tulen Energy Sdn Bhd, and Ocean Vantage Engineering Sdn Bhd—a subsidiary of Ocean Vantage Holdings Berhad—have signed a Memorandum of Understanding (MOU) to explore the development of a condensate refinery in Sarawak.

The MOU exchange took place during the EIC Connect Energy Borneo 2025, held at Hikmah Exchange Convention Centre today, witnessed by Sarawak Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg, underscoring Sarawak’s commitment to enhancing its energy infrastructure and economic growth.

According to a media release, the proposed refinery will process locally produced condensate, a byproduct of Sarawak’s thriving natural gas industry, into high-value refined products such as naphtha, jet fuel, diesel, and LPG.

This initiative aligns with Sarawak’s long-term vision to solidify its position as a regional energy hub, driving industrial growth through strategic downstream investments.

The project is expected to bring significant economic and industrial benefits, including job creation and skills development in the energy sector, enhanced energy security and self-sufficiency, export potential and global market expansion, and integration with existing infrastructure to optimise operations.

For Senari Synergy, Tulen Energy, and Ocean Vantage, the project represents a strategic expansion into downstream processing, diversifying their business portfolios and strengthening their roles in the regional energy sector.

By working together, the consortium aims to maximise the value of Sarawak’s natural resources through in-country refining, establish a strong presence in the downstream oil and gas industry, creating long term revenue streams and develop a sustainable and competitive refinery model, leveraging technological advancements and industry best practices.

Additionally, the refinery will prioritise environmentally responsible operations, adhering to the highest standards in efficiency, emissions control, and sustainability. This initiative also aligns with Malaysia’s energy transition goals, promoting cleaner fuel alternatives and responsible resource management.

Senari Synergy Group managing director Dato Jefri Ahmad Tambi highlighted that this MOU marks a significant step toward realising Sarawak’s ambition of becoming a key downstream oil and gas player.

“By refining condensate locally, we create immense economic value while ensuring a secure energy future for the region,” he said.

Tulen Energy director Farid Wahid emphasised that this collaboration allows them to harness its expertise in energy development and drive new opportunities in the refining sector.

“We look forward to working closely with our partners and the Sarawak government to bring this project to fruition.”

Ocean Vantage chief executive officer (CEO) Willie Ho commented: “This partnership marks a pivotal moment for Sarawak’s energy sector. By leveraging our expertise alongside Senari Synergy and Tulen Energy, we are not only strengthening the local supply chain but also fostering the growth of Sarawakian companies in the oil and gas industry.”

Following the MOU signing, the consortium will conduct detailed feasibility studies, site selection assessments, and stakeholder consultations to evaluate the refinery’s commercial viability. Engagements with government authorities and industry partners will also be pursued to ensure regulatory compliance and alignment with Sarawak’s economic policies.
