KUCHING, March 26: The structural framework for Sarawak’s Emissions Trading Scheme (ETS) is expected to be fully completed by the end of this year, with implementation targeted for 2027, said Sarawak Deputy Minister for Energy and Environmental Sustainability Datuk Dr Hazland Abang Hipni.
According to a TVS report, Dr Hazland said that the Sarawak government is working with the World Bank to develop comprehensive mechanisms and policies for carbon trading.
He also noted that the State has identified four key enablers to strengthen the carbon trading ecosystem and realise the scheme.
“One of them is the regulatory enabler, where all policies, laws and ordinances have been outlined. Licences, permits, quality control, including for the hydrogen sector, are crucial as policies must support the development of natural resources,” he was reported as saying during the Ministerial Interview Session at Asia Sustainability Week 2026 held in Bangkok, Thailand, today.
He pointed out that of the four key enablers, the finance sector remains a key challenge as funding for green initiatives has yet to receive full support from financial institutions.
The other enablers include technology and human capital. Sarawak is still strengthening technical capabilities and workforce skills, particularly in clean energy and carbon trading, to support industry development.
“Without the right technology, we cannot effectively collaborate with technical partners,” he said, adding that the State is already working with international companies in the hydrogen sector.
He also highlighted the importance of public awareness and talent development in ensuring the success of the ETS.
Dr Hazland represented the country at the prestigious conference to share Sarawak’s leadership in driving energy transition and environmental sustainability. – DayakDaily
