“Late issuance of land title deeds mainly due to developers, not govt”

KUCHING, May 16: The delay in issuing land title deeds for housing, commercial and industry development projects are mainly caused by developers, not the Sarawak government or Land and Survey Department, says Deputy Minister of Natural Resources and Urban Development Datuk Len Talif Salleh.

He said that prior to the issuance of land title deeds, approval for the depositing of survey plan must be obtained first apart from approval for occupation permit (OP) and Road Certificate issued by the local authority.

Apart from those requirements, he said, the developer is responsible for ensuring the signing of the Memorandum of Surrender and Alienation (MOSA) or Memorandum of Surrender and Re-alienation (MOSRA) and also the payment of enhanced land premium and related fees before the title deed can be issued.

As of April 30, there are 183 land subdivision and condition change projects or Application for Variation of Title Condition (AVTC) for various uses which have yet to be issued with title deeds and the total of unpaid premiums amounting to RM55.5 million.

“We have 56 days (time frame) to issue the title deed from the date of submission of MOSA or MOSRA and the payment of premium and other related fees by developers.

“And there are cases where we can do (issuance) within one day. The 56 days is only the maximum (deadline).

“Thus, it’s not the government or Land and Survey Department who is inefficient but there are developers who delay (the process). Perhaps they do not want to pay the fee and so on,” he said at a press conference at Sarawak Legislative Assembly (DUN) Complex here today.

Also present at the press conference were Ministry of Urban Development and Natural Resources (MUDeNR) permanent secretary Datu Zaidi Mahdi and Sarawak Land and Survey Department director Datu Abdullah Julaihi. — DayakDaily
