KUCHING, May 16: There are 183 land subdivision and condition change projects or Application for Variation of Title Condition (AVTC) for various uses which have yet to be issued with title deeds and the total of unpaid premiums amount to RM55.5 million.
Deputy Minister of Natural Resources and Urban Development Datuk Len Talif Salleh explained that this was due to the non-sealing of the Memorandum of Surrender and Alienation (MOSA) or Memorandum of Surrender and Re-alienation (MOSRA), along with non-payment of land premiums and other fees by project developers.
As of April 30, 2023, Kuching recorded the highest number with 104 projects comprising 2,779 lots yet to receive title deeds with land premiums and fees totalling RM39.7 million.
“In Sibu Division, there are 41 projects comprising 1,021 lots with premiums totalling RM12 million and outstanding fees of RM43,000,” he said in a reply to a question by Bukit Assek assemblyman Chieng Jik Ek during a question-and-answer session in the Sarawak State Legislative Assembly (DUN) sitting here today.
This is followed by Sri Aman with 10 projects with land premiums and fee totalling RM541,067; Miri with eight projects (RM510,964); Sarikei with seven projects (RM233,424); Limbang with four projects (RM189,587); Samarahan with three projects (RM1 million); Mukah with two projects (RM43,280); Serian with two projects (RM643,867); and one project each in Kapit (RM6,696) and Bintulu (RM528,981).
Len Talif emphasised that landowners or developers must complete the MOSA or MOSRA and pay enhanced premiums, land tax (if any) and other related fees before the title deeds can be issued.
“Based on the customer service charter, it takes about 56 days to issue the title deed from the date of submission of MOSA or MOSRA and payment of premium and other related fees by landowners or developers to the Land and Survey Department.
“As for Bukit Assek constituency, there are a total of five projects involving 447 lots that have been issued with OP (Occupation Permit) and Road Certificate but yet to be issued with title deeds. It involves 333 residential lots, 100 commercial lots and 14 industrial lots,” he said.
The Land and Survey Department has called upon landowners and developers to collaborate and take action concerning the sealing and returning of MOSA and MOSRA, alongside fulfilling all related payments which are vital prerequisites for the successful issuance of title deeds. — DayakDaily
