Strata (Subsidiary Titles) Bill 2019 passed to protect property owners

KUCHING, Nov 4:  The Strata (Subsidiary Titles) Bill, 2019 is passed in Sarawak Legislative Assembly (DUN) today.

The Strata (Subsidiary Titles) Bill, 2019 was tabled by Urban Development and Resources II Minister Datuk Amar Awang Tengah Ali Hasan and was supported by three lawmakers.


Awang Tengah said that the Strata (Subsidiary Titles) Bill, 2019 was introduced to replace the Strata Titles Ordinance 1995 (Chapter 18).

He revealed that as at Oct 31, there are 280 strata projects which involves 18,323 strata titles in Sarawak with Kuching Division registering the highest number of strata units totalling 12,443 strata titles.

Out of 280 strata projects, 76.7 per cent or 215 projects have been completed and issued with 11,962 strata titles.

The remaining 23.3 per cent or 65 projects are still in various stages of development where 19 projects are pending completion of the Type B survey while the developers of 46 projects have not initiated formal applications for the issuance of strata titles.

He said the objectives of the Strata (Subsidiary Titles) Bill 2019 are to protect all stakeholders in strata development; to formulate more dynamic and relevant provisions in tandem with the current and expected future of the real estate and building industry trends; to compel greater professional responsibilities among developers, architects, engineers, surveyors and other professionals involved in strata development.

Other objectives include improving and streamlining the processes for speedy issuance of parent and subsidiary titles as well as providing better provisions for enforcement and investigation powers of the Ordinance. — DayakDaily
