Sarawak records 44 bullying cases in schools from Jan to Oct in 2025

KUCHING, Nov 25: Based on data obtained from the Royal Malaysia Police (PDRM), a total of 44 bullying cases were recorded in Sarawak from January to October in 2025, says Deputy Minister for Women, Early Childhood, and Community Wellbeing Development Datuk Rosey Yunus.

In answering Batu Lintang assemblyman See Chee How during the Sarawak Legislative Assembly (DUS) sitting’s question-and-answer session today, she said that the Ministry of Education (MoE) and education departments nationwide are monitoring bullying cases and delinquent behaviours among students through disciplinary records in the Ministry of Education Integrated System (MOEIS).

“Apart from reporting to teachers, students can also report any cases of bullying or misconduct done by other students through the complaint boxes available at school, the bully hotline channel (SISPA Adubuli), HEAL Hotline 15555 or Talian Kasih 15999.

“The principal and headmaster (PGB) are required to consult the appointed school’s Police liaison officer on any cases regarding bullying, delinquency or sexual harassment and send in the reports to the State Education Department for further action.

“Counselling and career guidance teachers (GBK) will carry out the intervention programmes to ensure the safety and well-being of students while investigations are carried out,” she said.

At the State level, she said her ministry strengthens prevention efforts through community-based and research-informed programmes under the Sarawak Social Development Council, in line with the Post-Covid Development Strategy (PCDS) 2030 Social Inclusivity aspiration.

These programmes aim to raise awareness, build protective environments, and equip families, educators, and communities with knowledge to recognise early warning signs.

“This year, our advocacy efforts were strengthened through Wacana Minda Isu Buli to address emerging behavioural trends and digital influences. Complementing this is an outreach initiative under Randau Pembangunan Sosial, carried out in collaboration with the PDRM, the Sarawak Education Department, and the Malaysian Communications and Multimedia Commission (MCMC), which educates communities on key social issues and guides them on proper reporting channels.

“The ministry also intensified early prevention efforts during the Sarawak Children’s Day Celebration, held from Oct 1 to 2, 2025, through youth-focused segments, including an anti-bullying talk and an anti-vape session aimed at strengthening children’s understanding of respectful behaviour and health risks.

“Meanwhile, the Kesedaran dan Advokasi Pendidikan Seksual (KAPS or Sexual Education Advocation and Awareness) programme continues to provide accurate and age-appropriate information on personal safety, teenage pregnancy prevention and sexually transmitted infections, complementing existing school-based guidance,” she said.

She also said that the Sarawak Education Department has implemented the following intervention programmes:

  • Disciplinary management workshop for school senior assistants for student affairs
  • Disciplinary management workshop for discipline teachers and counselling teachers
  • Legal literacy workshops for school senior assistants, school leaders and counsellors
  • Meetings with the police department twice a year
  • ‘No Bully’ campaigns in schools
  • Meetings and briefings on discipline issues and intervention programmes for the deputy district education officer
  • Achievement dialogue concerning discipline cases with the district education officers and their deputies
  • Talks on discipline and bullying for students
  • Townhall sessions on bullying

“The ministry has implemented community interventions to address social issues in Sarawak. These interventions include Kesedaran dan Advokasi Pendidikan Seksual (KAPS), which has completed 78 series across secondary schools in Sarawak since 2016; Randau Pembangunan Sosial, with 29 series since 2019; and Operasi Bersepadu Isu Dadah (OBID), with 1,877 series since 2018. — DayakDaily
