Sarawak civil service urged to revisit, rethink, recharge to boost efficiency, excellence

KUCHING, Nov 20: Sarawak’s civil service must fully embrace the 3R values (Revisit, Rethink, Recharge) to remain efficient, relevant, and responsive, particularly in delivering projects under the 13th Malaysia Plan (13MP).

Sarawak Secretary Datuk Amar Mohamad Abu Bakar Marzuki emphasised that the 3R concept is more than just a slogan; it is a call to action and a guiding principle for how the civil service thinks, acts, and serves.

“We must have the courage to review and improve how we work, identify gaps and bottlenecks, address inefficiencies, and ensure our services truly meet the needs and expectations of the people and all our stakeholders.

“We must continuously reshape our strategies and systems to be more strategic, forward-looking, and citizen-centric.

“To recharge, we must renew our energy and strengthen our institutions by reinforcing leadership commitment, promoting data-driven decision-making, building capacity and capability, and enhancing digital readiness,” he said during his opening speech at the Civil Service Day 2025 celebration at the Borneo Convention Centre Kuching (BCCK) today.

Abu Bakar noted that the Sarawak Civil Service is now entering the final stretch toward achieving the 2030 goal of becoming a developed and high-income region.

He urged officers to focus not only on output but also on service quality, noting that rising expectations demand a stronger culture of innovation and creativity across the service.

“Transformation is not only about systems or policies; it is about people and mindset. Change is inevitable, and growth is optional.

“Times have changed, and therefore the way we work must also change. There can be no more ‘business as usual.’ We cannot expect new results using old ways,” he added.

Abu Bakar also paid tribute to officers serving in remote and rural areas, describing them as the ‘Success Stories’ of the Sarawak Civil Service.

He further announced the launch of the ‘3R Principles of the Sarawak Civil Service’ book by the Premier of Sarawak, which highlights the governance impact of these principles.

“Every success story in digitalisation, service delivery, innovation, and community impact stands as a testament to your hard work. None of these achievements would be possible without the commitment and dedication of our public servants at every level,” he said.

Before concluding, he expressed his gratitude to all federal and State officers for their dedication, patience, and service to Sarawak. — DayakDaily
