PETROS, CJI ink Framework Agreement to advance Kuching Low-Carbon Hub development

KUCHING, Dec 11: Petroleum Sarawak Berhad (PETROS) strengthened its partnership with China Jiangsu International (CJI) with the signing of a Framework Agreement in a major step towards advancing the development of the Kuching Low-Carbon Hub (KLCH).

In addition to the Framework Agreement, PETROS and CJI also witnessed the signing of seven memorandums of understanding (MoUs) with potential investors interested in participating in the KLCH’s development.

The Framework Agreement signed today builds on the Strategic Cooperation Agreement signed on May 20, 2025, which appointed CJI as one of the two anchor partners for the KLCH.

Under the newly signed framework, PETROS will lead and oversee the creation of an overall masterplan for the KLCH, ensuring that its development aligns with Sarawak’s long-term economic and energy transition strategies. CJI, meanwhile, will contribute its strategic, technical and commercial expertise for the development of key infrastructures such as an industrial park, deep-sea port and LNG-to-power facilities.

“Today’s signing of the agreement reflects a significant government-to-government (G2G) partnership between Jiangsu and Sarawak, thus strengthening the role of both regions as strategic partners in regional energy and industrial cooperation.

“Through this strategic partnership, Sarawak will continue to enhance its global connectivity, leverage international expertise to build local capabilities and elevate Kuching as a leading low-carbon industrial hub in Southeast Asia,” PETROS chairman Tan Sri Datuk Amar Hamid Bugo said during the signing ceremony, according to Sarawak Public Communications Unit (Ukas).

Another key component of the partnership lies in CJI’s extensive global networks, which will help attract credible investors and strategic collaborators to Sarawak.

The ceremony, held at the CJI Headquarters in Jiangsu Province, China, was witnessed by the Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg, Sarawak Deputy Minister of Utilities (Sarawak Energy Berhad and PETROS) Datuk Ibrahim Baki, PETROS group chief executive officer, Dato Janin Girie, CJI chairman, Song Qinbo and CJI president, Zhu Xingbao. – DayakDaily
