Navigating Covid-19: Recovery Through BKSS

WHEN the Covid-19 pandemic struck, the world was shaken and unprepared for the seismic shift into a new norm. Busy streets fell silent, businesses shuttered their doors, and the rhythms of daily life ground to a halt. Crowds were forbidden to gather, and the impact deepened. Livelihoods were lost, unemployment surged, and financial stability became an elusive goal for countless families. Against this backdrop and adversity, Sarawak’s government, led by Datuk Patinggi Tan Sri Abang Johari Tun Openg, took swift and decisive action by introducing the Sarawakku Sayang Special Assistance (BKSS) packages. These initiatives aimed to cushion the impact of the pandemic and sustain the well-being of Sarawakians.

These packages serve to show the commitment of the State’s government in supporting its people during unprecedented times. Designed to address the various challenges brought on by the pandemic, the packages provided crucial relief to individuals, businesses, and industries alike. The Sarawak government’s efforts have been hailed as timely and comprehensive, ensuring broad-based support across society.

Commitment in Crisis: The Nine BKSS Packages

Spanning from March 2020 to 2022, the Sarawak government introduced nine BKSS packages, allocating a total of RM6.7 billion to address the multifaceted challenges posed by the Covid-19 pandemic. While this financial commitment is significant, its true value lies in uplifting Sarawakians during one of the most challenging periods in recent history. Each package was meticulously crafted to address specific needs, reflecting the government’s determination to ensure the well-being of its people. The first BKSS package, launched in March 2020, allocated RM1.15 billion to combat the immediate economic slowdown and safeguard public welfare. Key measures included loan repayment deferments, fee exemptions, and discounts on government services, amounting to RM179.79 million in relief. As the pandemic persisted, further packages followed, targeting different sectors and groups.

In April 2020, BKSS 2.0 introduced RM1.11 billion in support for small and medium enterprises (SMEs), micro-enterprises, and small traders. This included one-off special RM1,500 fund for 65,000 registered small traders. A month later, BKSS 3.0 added RM300 million to bolster these ongoing initiatives. October 2020 saw the unveiling of BKSS 4.0 with a RM100 million package offering measures such as utility bill discounts, rental reductions for public housing, and one-off assistance for e-hailing drivers and driving instructors. In January 2021, BKSS 5.0 focused on the pandemic-related and flood recovery efforts, allocating RM405 million for measures including utility discounts, tax exemptions, and rental fee reductions for SMEs.

By May 2021, BKSS 6.0 allocated RM1.4 billion to sustain momentum and provide continued support for vulnerable groups, while BKSS 7.0, launched in August 2021, targeted business recovery with over RM800 million in allocations, complemented by an additional RM78.5 million under BKSS 7.0 Plus for entrepreneurs severely impacted by the pandemic. The final instalments, BKSS 8.0 and BKSS 9.0, were rolled out in late 2021 and 2022, respectively. BKSS 8.0 allocated RM285.47 million for one-off incentives to various groups, including boat operators, taxi and van drivers, and small traders, distributed through S Pay Global.

Meanwhile, BKSS 9.0 provided nearly RM1 billion in measures such as utility bill discounts, tax reductions, and rental discounts for market stalls. It also included provisions for construction material adjustments under the Special Provisions for Variation of Price (VOP) 2.0. These comprehensive measures highlighted the Sarawak government’s proactive and compassionate approach, ensuring no segment of society was left behind. Beyond financial relief, the BKSS initiative symbolised hope and solidarity, helping Sarawakians adapt to the new normal with resilience and dignity.

Fostering Resilience and Renewal

These packages emphasised the Sarawak government’s recognition of the pandemic’s far-reaching economic and social implications. Beyond financial assistance, these measures fostered a sense of security among Sarawakians, ensuring they could weather the storm. Utility discounts provided immediate relief to households, benefiting approximately 760,000 account holders with reduced electricity bills. Tax and rent exemptions further alleviated financial burdens, supporting SMEs and individuals alike. Such measures were important in helping to avert widespread economic distress, reinforcing the government’s proactive and compassionate approach.

From RM1.15 billion in BKSS 1.0 to nearly RM1 billion in BKSS 9.0, these packages were not merely financial solutions but declarations of hope and perseverance. Each initiative acted as a stepping stone to recovery, helping Sarawakians regain their footing and adapt to the new normal with dignity and determination.

Standing by the People

In times of adversity, the Sarawak government stood resolutely by its people, demonstrating an unyielding commitment to their welfare. The meticulous design and timely delivery of these packages under the leadership of Abang Johari ensured that aid reached those who needed it most, particularly vulnerable communities grappling with the brunt of the pandemic. This steadfast approach instilled a sense of security and trust among the people, reinforcing their belief in the government’s capability and compassion.
