Measat partners with China’s Guodian Gaoke, StarWin to launch Tianqi satellite IOT services in Sarawak, M’sia

KUCHING, Oct 22: Malaysia’s premier spacetech solutions provider Measat Global Berhad has entered into a tripartite strategic alliance with Beijing Guodian High-Tech Technology Co. Ltd. (Guodian Gaoke) and China StarWin Science & Technology Co. Ltd. (StarWin) to introduce Internet of Things (IoT) services supported by the Tianqi Low Earth Orbit (LEO) Constellation in Malaysia.

According to a media release, the collaboration positions Measat as the authorised service provider for Tianqi’s satellite-based IoT services in Malaysia, leveraging its local expertise and established distribution network to spearhead commercial rollout by next year.

Under the agreement, Guodian Gaoke will provide the Tianqi LEO satellite constellation and supporting systems, while StarWin will supply and integrate certified ground terminals, ensuring compliance with Malaysia’s technical and regulatory standards.

The partnership was formalised today during a signing ceremony held alongside the International Digital Economy Conference Sarawak (IDECS) 2025 in Borneo Convention Centre Kuching (BCCK). The event was witnessed by Sarawak Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg and Minister of Utility and Telecommunication Sarawak Dato Sri Julaihi Narawi.

Representing the three parties were Measat chief operating officer (COO) Yau Chyong Lim, Guodian Gaoke COO Guo Zhongjia, and StarWin chairman James Li.

Julaihi said the collaboration aligns with the Sarawak Digital Economy Blueprint 2030, which aims to transform Sarawak into a high-income, developed region by 2030 with 96 per cent high-speed internet coverage, 20 per cent GDP contribution from the digital economy, and 100 per cent online government service delivery.

“Digital transformation is key to boosting Sarawak’s economic efficiency and productivity through technologies such as Big Data, IoT and Blockchain. To enable this, upgrading our digital infrastructure is essential, where Measat and the Tianqi Constellation can play a vital role,” he said.

He highlighted that early adoption of IoT in smart farming has already increased productivity by 20 per cent and raised farmers’ incomes, with targets set for a 50 per cent increase in yield, 40 per cent rise in household income, and 40 per cent reduction in labour costs through broader implementation.

Yau said the partnership represents a major milestone for the company as it expands its multi-orbit capabilities and contributes to both Sarawak and Malaysia’s digital transformation journey.

“With advanced LEO satellite technology, data transmission is now possible even under dense tree canopy, and the easy installation and low power consumption make it ideal for remote applications,” he remarked.

Yau added that LEO satellite-enabled IoT opens possibilities for a wide range of applications, including flood forecasting and early warning systems, smart utility management, renewable energy integration, telemedicine, and precision agriculture in remote areas.

Guo said the company is pleased to work with Measat and StarWin to expand the Tianqi Constellation’s footprint in Malaysia, leveraging local expertise and compliance readiness to connect industries and uplift rural communities.

“The Tianqi Constellation currently comprises 38 LEO satellites, delivering narrowband IoT connectivity globally across sectors such as forestry, agriculture, energy and environmental protection,” he explained.

Meanwhile, Li said his company is proud to contribute hardware and logistics expertise to ensure the constellation’s reliable service delivery to Malaysian users.
