KUCHING, May 21: The consolidation of infrastructure funding into Sarawak’s Consolidated Fund will enable the State government to accelerate critical development initiatives such as rural electrification and clean water supply, said Lingga assemblywoman Dayang Noorazah Awang Sohor (GPS-PBB).
Speaking during the debate on the Infrastructure Development Trust Fund (Dissolution) Bill, 2025, Dayang Noorazah said the move is not merely a technical adjustment but a practical solution to ensure timely delivery of essential infrastructure for Sarawakians.
“This isn’t just about abstract financial management; it’s about real-world impact. The money that is not used will be reverted to Sarawak’s Consolidated Fund.
“For example, by consolidating funds, we can accelerate rural electrification and water supply projects, bringing reliable power and clean water to every Sarawakian household.
“We can support the expansion of our digital infrastructure, connecting communities and fostering economic opportunities in the digital age,” she said during the first meeting of the fourth session of the 19th Sarawak Legislative Assembly (DUS) at the DUS Complex here today.
In addition, the fund restructuring will enhance Sarawak’s ability to invest in digital infrastructure and sustainable development projects, supporting connectivity and economic growth while protecting the environment.
Dayang Noorazah noted that the Infrastructure Development Trust Fund Ordinance 1985 had served its purpose, but was now outdated.
“Times change, and so must our financial instruments. Maintaining separate, specialised funds can lead to inefficiencies and a disconnect between funding and current priorities,” she said.
She reiterated that this Bill does not signal a retreat from infrastructure development, but rather a reaffirmation of the government’s commitment to adapt and evolve its financial management to meet the needs of the 21st century.
The unused money from the trust fund, she added, will be reverted to the Consolidated Fund and governed under the Financial Procedure (Contingencies and Trust Funds) Ordinance 1963.
Dayang Noorazah gave her full support for the Bill, urging fellow lawmakers to back the proposal in order to build a more prosperous and sustainable Sarawak for future generations. — DayakDaily
