Jalan Oya upgrading delay due to complicated underground works, not contractor’s poor performance

KUCHING, Dec 22: The delay in the upgrade of the 1.4-kilometre Jalan Oya project in Sibu primarily stemmed from the complicated and time-consuming process of underground service shifting and relocation works.

In a statement today, Land and Survey Department clarified that the setback is not a result of the contractor’s poor performance.

“The physical progress as of today stands at 69.74 per cent, as compared to the scheduled progress of 71.51 per cent, which variance is still considered manageable,” it said.


This statement came following a news report on Dec 21, where residents expressed dissatisfaction on social media. Some residents pointed fingers at the area’s elected representative for failing to ensure the project’s timely completion, while others cited Sibu’s perceived lag in development compared to other towns and cities in Sarawak.

According to the notice board on-site, the project to upgrade Jalan Oya into a dual carriageway commenced on Dec 20, 2021, with an initial scheduled completion date on Dec 19, 2023.

While committed to completing all services relocation by the first quarter of 2024, the Department emphasised that this would inevitably impact the road construction timeline, extending until November 2024.

Assuring the public, the Department stated it is working closely and diligently with relevant utility agencies to execute meticulous service relocations without compromising public safety.

“Strategic coordination among various agencies is emphasised to mitigate delays through a well-planned sequence of relocation activities and innovative construction methodologies,” it added.

The Department reiterates its dedication to expediting the project with an unwavering focus on safety, efficiency, and high-quality standards.
