KUCHING, Sept 17: Owners of more than one privately owned diesel vehicle can now transfer their Budi Diesel eligibility to up to three other individuals, with each approved recipient receiving their own monthly fuel allocation.
The Ministry of Finance (MOF) said the move, effective Sept 16, was part of an expansion of the Budi Diesel eligibility transfer facility to allow registered owners to transfer eligibility to the actual users of their diesel vehicles.
Previously, eligibility transfers were limited to immediate family members.
Under the new provisions, registered owners with more than one privately owned diesel vehicle may transfer the monthly eligibility attached to the vehicles to a maximum of three other individuals, subject to the number of registered diesel vehicles.
The registered owner will continue to retain the monthly eligibility for any diesel vehicle that has not been transferred for their own use.
“For example, if Mr Alias owns four privately owned diesel vehicles, he can transfer the monthly eligibility for the vehicles to their actual users, such as his wife, children and employees.
“Mr Alias and the three individuals will each receive their own monthly eligibility based on the type of vehicle used,” MOF said in a statement issued yesterday.
The ministry said eligible recipients must be Malaysian citizens with a valid MyKad who are eligible for Budi95 and are the actual users of the designated vehicles.
Once approved, recipients can use their own MyKad to purchase subsidised diesel based on the diesel vehicle assigned to them.
The monthly allocation can be used to purchase subsidised RON95, subsidised diesel or a combination of both.
For eligible privately owned diesel jeeps or pickup trucks, the registered owner may apply for an additional 100 litres a month, subject to the stipulated conditions, before transferring the eligibility.
MOF said if an owner transfers the eligibility for all three diesel vehicles, the registered owner will only retain Budi95 subsidy eligibility.
Each eligible vehicle’s entitlement can only be transferred once. Once approved, the eligibility cannot be transferred back to the registered owner or to another individual, except under specific circumstances set by the authorities.
A recipient can also only receive a transferred eligibility from one registered owner.
The transfer does not involve any change in vehicle ownership.
MOF said the improvement followed feedback received by Prime Minister and Finance Minister Datuk Seri Anwar Ibrahim, particularly from diesel vehicle users in Sabah and Sarawak, where “sambung bayar” vehicle arrangements and ownership of multiple diesel vehicles within a household are more common.
Applications under the new provisions opened on Sept 16 through the Budi Madani portal, at any Inland Revenue Board of Malaysia (LHDNM) office, or with information and assistance available at nearby petrol stations.
To enable the eligibility to be used from the first day of the following month, applications must be submitted by the 27th of the current month.
For example, applications submitted by Sept 27 will be processed for the eligibility to be used from Oct 1, subject to data checks and verification.
MOF said details submitted by applicants, including information on the registered owner, recipient and vehicle, would be cross-checked with records held by relevant agencies before approval.
Eligibility transfers approved before Sept 16 remain final, while owners with more than one vehicle may submit new applications subject to the maximum of three transfer recipients and the number of registered diesel vehicles.
All transfer applications that remained unprocessed as of Sept 15 will be returned to applicants, who must submit fresh applications under the new provisions.
