DUN passes Sarawak Research and Development Council Bill

KUCHING, Nov 9: The State Legislative Assembly passed the Sarawak Research and Development Council Bill 2017 to allow the setting up of the Sarawak Research and Development Council, a statutory body to oversee the promotion, coordination and advancement of research and development in Sarawak.

Education, Science and Technological Research Minister Dato Sri Michael Manyin Jawong who tabled the bill told the August House that the duties of the council are to support, direct, stimulate and facilitate research and development in Sarawak.

It is also to co-ordinate, direct, monitor and assist research and development undertaken by government departments, statutory bodies, companies and corporations owned or controlled by the government, and to facilitate co-operation, communication, exchange of knowledge, ideas and information between them.

“There is a need to coordinate, protect and commercialise our intellectual property to attract investment from governments and private capital to provide impetus and funds for our research works.

“The proposed council will ensure that all available research funds are strategically utilised to achieve the best outcomes for the state,” said Manyin when tabling the bill at the State Legislative Assembly today.


He said the proposed council will be headed by Chief Minister Datuk Patinggi Abang Johari Tun Openg and comprises not less than six and not more than 12 other members including the chairman.

Among other functions of the Sarawak Research and Development Council are to establish, build, develop, manage and maintain facilities for undertaking research and development in the state.

It will also create, develop, apply for and hold intellectual property rights arising out of research and development under the Ordinance.

The powers of the council include entering into collaborative arrangement (including the provision of financial support) with any industry, educational institution or research institution to promote, facilitate and advance research and development or the commercial application of any finding, discovery and intellectual property resulting from such research and development. — DayakDaily
